MANILA, Philippines - Local Water Utilities Administration (LWUA) Chairman Prospero A. Pichay, Jr. disputed the allegations made by Finance Secretary Cesar Purisima, in connection with the acquisition of shares of stocks of the troubled Express Savings Bank, Inc. (EXSBI).
